Abstract. The review is devoted to the analysis of the scientific monograph “The Political System of the Russian Empire in 1881–1905: the Problem of Law Making” by Kirill Andreyevich Soloviev, Doctor of Historical Sciences. The monograph was published by the Political Encyclopedia Publishers in 2018. The purpose of this publication is to determine the characteristics of the legislative processes in the Russian Empire in the last quarter of XIX–early XX centuries (before the beginning of the First Russian Revolution). The authors of the review note the relevance of the conducted research, both for the national historical science and for educational practices. K.A. Solov’ev uses new political history’s approaches, namely, political everyday life, to study the political regime of the Russian empire in 1881–1905. A wide range of historical sources involved, most of which were not published, allowed K.A. Solov’ev to reveal the algorithms of the political behavior of all participants in political processes and the actual practice of lawmaking and administration of the Russian Empire of the last quarter of the XIX-early XX centuries.
