Abstract. The article suggests that a well–known document, a Circular letter from the Organizational Bureau of the Central Committee of the Russian Communist Party dated January 24, 1919, was an attempt by a certain part of the Bolshevik leadership to disrupt the “people’s diplomacy” conducted between the White Cossacks and the Red Army units of the local formation. The Bolsheviks were alarmed by the information that the Red Army units, after defeating the Cossacks, would start a war against the Communists, so the Bolsheviks tried to carry out a policy of terror against the Cossacks with the hands of the Red Army units.
