Controlling Function of the Military Economic Administration of the Orenburg Cossack Host at the Turn of the 19th–20th Centuries

Abstract. Based on archival documents from the funds of the Russian State Military Historical Archives, the State Archives of the Orenburg Region and Central State Archives of the Republic of Kazakhstan, the article analyzes the implementation of one of the main functions of the Military Economic Administration of the Orenburg Cossack Army – control over the ranks of the military and public administration at the turn of the 19th–20th centuries. The authors conclude that the controlling function of the Military Economic Administration was divided into two broad directions: internal and external control. Internal control was exercised over its own officials of the Military Economic Board, who for minor offenses received administrative punishment in the form of reprimands, and for serious offenses were subjected to legal proceedings, and mainly executing officials were brought to the courts. In external control, the military administration officials fell under the jurisdiction of the Military Economic Administration – chieftains of departments and public administrations of villages and farms – village chieftains, their assistants, village judges and clerks. Statistical analysis made it possible to conclude that the most common crime of public servants was the appropriation of public property, bribes, forgery of documents, etc. At the same time, department chieftains were rarely tried, and public administration officials were subjected to the most stringent control.
