Abstract. The article is devoted to the history of the radical reform in the Soviet University system which had been undertaken at the beginning of the 1930s. The changes of composition and functions of the University system are analysed on the basеs of the Voronezh Staye University history. The author shows reasons of launching Medical and Pedagogical instituons as former university faculties. The causes and significance of restructuring of the Soviet University system is taken under special considerations.
