University Archive and Modernizing the Administrative System of the Russian Empire in 1820–1830

Abstract. When reconstructing the archives’ biographies at Kazan, Moscow, and Kharkov universities, as well as at the Ministry of Public Education, we came across an archival reform. It was held at the Saint-Petersburg ministries from the late 1820s up to the middle 1830s. The legislative wanted the government agencies to organize storages of documents in order to use them for the efficient management of the empire. In this regard, the universities had either to duplicate archival system at the Senate or to design an original system. In any case, they intended to provide an easy search system for notes and documents. The authors found out that the orders of the Emperor and ministers were carried out in a very different way. This resulted in the formation of many documentary collections that had different structure and content.
